Los Angeles:  Robbery-Homicide Detectives are asking the public’s help in identifying a serial murder and attempt murder suspect who has been nick named “Grim Sleeper Serial Killer”.

In one of the murders which occurred on Saturda
y, January 10, 1987, at 12:19 a.m., an anonymous male caller notified LAPD Communication Division that 30 minutes prior to his call he witnessed a male suspect removing a body from a blue and white van, California license plate number of “1PZP746”, and dumping it in the alley to the rear of 1346 East 56th Street.  The body, later identified as Barbara Ware, was then covered with trash and a gas tank placed on top.

The caller had described the Barbara Ware crime scene exactly how responding uniformed officers and detectives documented the scene.

Detectives located the van approximately 4.5 miles from the body, at 6075 South Normandie Avenue.  The location and registered owner of the van was the “Cosmopolitan Church”, which is no longer in service.  The hood of the van was still warm to the touch and people inside the church said that they had used the van earlier in the evening.  Several church members were interviewed and the van was processed for evidence for some connection to the crime and/or Barbara Ware.  No evidence was ever determined.

The City of Los Angeles continues to offering a reward for up to $500,000 for information leading to the identity, arrest and prosecution of the person(s) responsible for the murder and attempt murder of Los Angeles area victims.  The crimes occurred primarily in South Los Angeles.  There was also one crime in unincorporated Los Angeles County and one in the City of Inglewood.  The murders began in 1985 and continued through 2007.

On January 30, 2009, the LAPD was made aware of the hazing incident at Taft High.  Based on the initial description of the incident, the Los Angeles Unified School Police Department was permitted to retain primary investigative responsibility.

On February 20, 2009, additional information was provided to the LAPD which indicated that the scope of the possible criminal activity extended beyond an isolated incident.  With the full cooperation of Los Angeles Unified School District Administrators, Topanga Area Detectives assumed full investigative responsibility of the case.

Based on preliminary information, it is believed that no school administrators, teachers, or coaches actively participated in the alleged hazing activities.  The focus of the investigation involves only male students at Taft High School.

The LAPD, in a collaborative effort with the Department of Homeland Security, unveiled an expansion of the new DHS aerial technology system that will be used for the first time at this year’s Academy Awards at a press conference today.

The system, called the LA Shield, enables the LAPD to inspect critical infrastructure.  LA Shield provides officials with images, geographic coordinates and inspection-related information that help to assess the security of infrastructure and allows for a real-time exchange of information with police resources on the ground.

For the first time, this system will be used to help secure this year’s Academy Awards ceremony.

“The amalgamation of tools that we are using to police this great event, and in protecting the city of Los Angeles, is emblematic of Chief Bratton’s mandate to change the policing paradigm from that of ‘First Responders’ to ‘First Preventers,’” said Capt. Horace E. Frank, Commanding Officer, Emergency Service Division.

During the press conference, LAPD Emergency Services Division also demonstrated the use of Bomb Detections K-9s and the technology to detect human body-worn threats.

The LA Shield builds upon the successful Critical Infrastructure Inspection Management System (CIIMS) prototype, which is currently being developed by the DHS with the Maryland State Police.  The CIIMS was designed by the Johns Hopkins University Applied Physics Laboratory and is funded by the Command, Control and Interoperability Division of DHS’s Science and Technology Directorate.

“The use of CIIMS at the Academy Awards is an important milestone in the enhancement of a tool critical to supporting emergency preparedness and response efforts,” said Dr. David G. Boyd, Director of the DHS Command, Control and Interoperability Division.  “The expansion of CIIMS capabilities from ground to aerial use will further increase its value to the first responder community and the safety of the Nation.”

Los Angeles:  A man armed with a rifle and a handgun pointed the rifle at Officers, resulting in an officer involved shooting.

On February 19, 2009, at about 4:40 p.m., Southeast Patrol Officers saw a vehicle matching the description of one they knew to have been involved in a shooting a short time prior that had injured two victims.  The vehicle was a Burgundy, 1996 Chevrolet Caprice Classic.

Officers attempted to make a traffic stop on the vehicle, but the suspect led police on a short pursuit.  Near 105th Street and Olive Street the passenger, 30-year-old Raymond Hunter, jumped out of the car, armed with a rifle.  Officers continued to follow Hunter who he ran east on 105th Street, while the driver continued northbound on Olive Street.

As Hunter crossed South Broadway from 105th Street, he pointed the rifle at the Officers and Officer Banuelos in defense of his life, fired his duty weapon at Hunter.  Hunter was not hit.

Hunter ran south on South Broadway where he finally dropped the rifle, but continued running eastbound on 106th Street.  Another patrol unit who had responded to the area to assist with the incident located Hunter and arrested without further incident.  Hunter was also found to be carrying a concealed semiautomatic pistol in his pants pocket.  Both weapons were recovered and taken into evidence.

No Officers or suspects were injured.

Hunter was booked for Attempt Murder on a Police Officer and is being held without bail.  The driver of the vehicle is still outstanding.

Force Investigation Division is handling the officer involved shooting and investigation.  77th Street Area Detectives are handling the investigation for the crime that occurred in the park prior to the officer involved shooting.
